Welfare schemes
Government spending on the population by way of welfare schemes are treated by political parties as if they are spending from their party coffers. A number of schemes floated by the BJP in Goa keeping in mind the elections are funded by the tax payers and not by the MLAs. But the party workers are made to work and do the paper work as if to show that the money spent is going from the MLAs pocket and the receiver has to be in debt to the local MLA and his ruling party. 
The hype created by the BJP in Goa about the Ujala LED bulb distribution is one such a last ditch effort by one and all from top order to the last BJP party worker to project the central Government funded scheme to be their freebies to the people of Goa keeping in view of the 2017 assembly elections. The way all the top brass of the BJP is leaving important assignments and are busy distributing the lamps as if they have spent their hard earned money to buy the lamps is comical. 
They must have not heard about the 13-year-old US-born Meera Vashisht  who has distributed free LED bulbs worth 2000 USD to the slum dwellers in Delhi after raising funds. This is yeomen service without any expectation. It looks like the top brass of the BJP are out of ideas to woo Goan people to vote for them in the coming 2017 elections. 
All the schemes of the BJP are number based to count the number of people registered for a scheme and print the figures on the newspapers like the Medi-claim scheme where 57 k applicants are recorded but how many have taken the health card after paying Rs 300 and agreeing for a ECS of like amount to be debited from their bank yearly is the question...
